How Missouri Conducts Rapid Response

Following notification and confirmation of a layoff, the State Rapid Response Coordinator arranges an on-site meeting with the company and union officials (if applicable) with the purpose of planning outplacement services for workers losing their jobs. Worker meetings are conducted to provide information about finding new employment, resume workshops, career counseling, training in a new career, and unemployment insurance (UI). At these meetings, workers learn about the services available to them at the Missouri Career Centers located throughout the State. Other state agencies or community-based organizations may participate as appropriate. These services are fully funded by the Department of Labor through the State of Missouri under the Workforce Investment Act (WIA) Dislocated Worker Program. Some layoffs may require additional funding from the state reserve level funds or a National Emergency Grant (NEG) from the national reserve level if the dislocation warrants such actions.

If manufacturing job losses were caused by foreign competition, a petition may need to be filed for benefits under Trade Adjustment Assistance (TAA).
